Nevada Casino Faces Regulatory Action Over Compliance

The Off The Rails casino in Lovelock, Nevada, is facing a second complaint from the Nevada Gaming Control Board (NGCB) for multiple regulatory violations, raising concerns about player protections and operational transparency.

The NGCB recently rejected the casino owner’s attempt to surrender its gaming license before addressing a nine-count complaint. The allegations include failures to maintain required bankroll records, inaccurate reporting of drop box count times, and improper calculations of gross revenue. These issues impact the accuracy of financial reporting and the integrity of casino operations, which are essential for player trust and regulatory compliance.

Investigators also found that the casino did not comply with internal control procedures or maintain complete accounting records. The complaint highlights a failure to conduct a cybersecurity risk assessment and to properly record and maintain progressive jackpot logs. Such lapses could expose players to risks related to data security and fairness of progressive jackpots.

Significantly, the casino failed to meet conditions imposed by the Nevada Gaming Commission (NGC) following a 2025 settlement. The casino was ordered to hire a compliance officer and an accountant with gaming industry experience to resolve ongoing accounting issues dating back to 2019. However, NGCB agents discovered that these positions were not filled as required, and quarterly compliance reports were not submitted. The licensee only hired the required personnel after the complaint was filed.

The NGCB expanded its review to cover compliance from September 2023 through January 2026, uncovering 19 recurring violations. The casino holds a nonrestricted Group II gaming license, which limits it to slot machine operations only. The owner ceased operations and attempted to surrender the license in June 2026, but NGCB Chairman Michael Dreitzer declined to accept the surrender, allowing the complaint process to proceed under Nevada regulations that maintain oversight even if a licensee stops operating.

For players and bettors, these developments emphasize the importance of regulatory oversight in ensuring casinos operate transparently and maintain proper controls. Compliance failures can undermine player protections, including fair play, accurate payout reporting, and data security. The NGCB’s actions reflect ongoing efforts to enforce standards that protect consumer interests in Nevada’s gaming market.

Players should be aware that casinos under regulatory scrutiny may face operational disruptions or changes that could affect their gaming experience. This case also highlights the value of regulators maintaining strict oversight to prevent potential harm to consumers and uphold the integrity of licensed gaming venues.
